The Stupid Idea of Creating a “Board of Peace” — and Why It Backfires

The idea of creating a Peace Council (especially outside established diplomatic institutions, or centered on a single political figure) is “stupid” not because peace is undesirable, but because the mechanism misunderstands how peace actually works in international politics.

Peace is not produced by committees with symbolic authority. It’s produced by power alignment, incentives, legitimacy, and enforcement. A Peace Council confuses moral aspiration with political capacity.


1. The Core Flaw: No Sovereign Power

A Peace Council has no binding authority.

  • It cannot enforce agreements
  • It cannot compel compliance
  • It cannot guarantee security
  • It cannot impose costs

Without sovereignty or enforcement mechanisms, such a body becomes:

  • A talking shop
  • A public-relations tool
  • Or a vanity project

Peace without enforcement is just wishful diplomacy.


2. Institutional Redundancy and Dilution

The international system already has:

  • The UN Security Council
  • State-to-state diplomacy
  • Regional security frameworks
  • Military deterrence structures

A new Peace Council:

  • Adds noise, not clarity
  • Undermines existing channels
  • Signals distrust in institutions without replacing them with anything functional

This weakens coordination and confuses allies and adversaries alike.


3. Personalization = Fragility

If the Peace Council is tied to:

  • One leader
  • One ideology
  • One political moment

Then peace becomes non-transferable.

Once the leader exits:

  • Agreements lose legitimacy
  • Commitments unravel
  • Successors disavow outcomes

Durable peace requires institutional memory, not personal branding.


4. Moral Posturing Invites Cynicism

Peace Councils often lean on:

  • Moral language
  • Symbolic gestures
  • Grand declarations

Adversaries don’t fear morality; they exploit it.

This creates perverse incentives:

  • Bad actors use the council for legitimacy
  • Aggressors stall while consolidating gains
  • Democracies self-restrain while others don’t

Result: peace theater, not peace.


5. Undermining Deterrence

The most dangerous consequence: erosion of deterrence.

When a state signals:

“We prefer councils over consequences”

Adversaries infer:

  • Reduced willingness to escalate
  • Increased tolerance for violations
  • Political fear of confrontation

That invites:

  • Probing attacks
  • Gray-zone warfare
  • Incremental aggression

Historically, this leads not to peace—but to larger wars later.


6. Domestic Political Blow-back

At home, a Peace Council can:

  • Polarize opinion
  • Look naïve or non serious
  • Become a punchline
  • Undermine trust in leadership competence

When peace fails (as it often will), the backlash is harsher than if no grand promise had been made.


7. The Fatal Misunderstanding

The idea assumes:

Peace comes from goodwill + dialogue

Reality:

Peace comes from aligned interests backed by credible force

Dialogue follows power—not the other way around.

Creating a Peace Council is stupid because it:

Peace is not built by councils.
